Pierre Vilain

Associate Director & New York Practice Lead

Pierre has over 25 years’ experience as an economist specialized in urban and transportation issues.  His experience includes advising on urban transportation development strategies, evaluating economic benefits, costs and other impacts of major projects and programmes, and developing analyses and forecasts of regional growth.

Pierre has worldwide experience in working for private sector consulting firms, multilateral development banks and government. Recently he has led major strategic plans for developing passenger ferry services in New York, Puget Sound and Boston Harbor. He has also developed frameworks for project analysis and evaluation that were adopted by the European Investment Bank, the Port Authority of New York and New Jersey and the Commonwealth of Virginia. Pierre was also the lead author of a major economic development strategic plan that was adopted by the City of New York.

At Steer, Pierre leads the New York office as well as the economics practice for our US advisory division. Besides leading projects in these areas, he also provides technical input and advisory in applied economics, econometrics and project appraisal to the rest of the company.
